Task description
With the increase in plastic pollution, especially in oceans, debate arises on who should take responsibility for environmental conservation. Is it predominantly a government duty, or do individuals also have a significant role to play? Explain your stance in at least 250 words.

Task answer
Plastic pollution, particularly in our oceans, has become a global environmental crisis. This situation raises an important question: who should bear the primary responsibility for protecting the environment—governments or individuals? In my opinion, while governments must take the lead, individuals also play a crucial role. Effective environmental conservation is only possible when both work together.
Governments hold significant power in addressing large-scale environmental issues. They can introduce strict laws to control plastic production, impose fines on companies that violate waste-management regulations, and promote the use of eco-friendly alternatives. For example, several countries have successfully reduced plastic usage by banning single-use plastic bags and encouraging biodegradable packaging. Moreover, governments can invest in advanced recycling facilities and fund research for sustainable materials, efforts that are beyond the capacity of individual citizens.
However, individuals cannot be overlooked, as their daily choices directly impact the environment. Even the strongest laws will not succeed if people continue to use plastic irresponsibly. Simple actions such as carrying reusable bags, refusing unnecessary packaging, and properly sorting household waste can significantly reduce plastic entering water bodies. Furthermore, public awareness campaigns and community clean-up drives only succeed when individuals actively participate. In many coastal regions, volunteer groups have made noticeable improvements by removing plastic waste from beaches.
In addition, corporations, influenced by consumer behavior, often change their practices when the public demands greener products. When individuals choose eco-friendly brands, businesses are encouraged to reduce plastic use and adopt sustainable methods. This shows that everyday decisions can create wider change.
In conclusion, while governments have the primary responsibility to enforce regulations and create sustainable systems, individual actions are equally important. Only through a combined effort can we effectively tackle plastic pollution and protect our oceans for future generations.
